Chapter 14 - The Last Lie

Vale didn't deny the signature.

But the truth was different from what Elena feared.

The custody agreement had been signed before the explosion.

Claire knew Harbor Light was becoming dangerous.

She wanted Margaret designated as Elena's emergency guardian.

Vale signed as Elena's biological father.

"I knew you were alive before the explosion," he said. "Not after."

Elena examined the date.

He was telling the truth.

The agreement had been created forty-eight hours before the fire.

Afterward, Vale received falsified evidence that Elena and Claire had both died.

Margaret had never told him otherwise.

Elena turned toward Margaret.

"Why?"

Margaret cried.

"Because Claire told me not to."

Claire stepped forward.

"Blame me."

Elena looked at both mothers.

"No."

They seemed surprised.

"I'm done deciding which one of you deserves all the blame."

She looked at Vale.

"And I'm done letting twenty-eight years ago control every relationship I have today."

It didn't mean everything was forgiven.

It meant Elena was choosing what happened next.

James Harlan's arrest collapsed the remaining network.

The government created a compensation and medical support program for surviving Harbor Light patients.

Elena insisted participation remain voluntary.

Captain Holloway became one of the first survivors to speak publicly.

Rebecca received a reduced sentence in exchange for cooperation, though she remained accountable for the crimes she committed as Warden.

Rourke also faced punishment.

Helping at the end didn't erase what he had done.

Elena appreciated that.

Accountability wasn't revenge.

It was truth with consequences.

Claire began therapy.

Margaret did too.

Eventually Elena joined them.

Vale retired.

At his retirement ceremony, he gave no grand speech about honor.

Instead, he spoke about listening when people beneath you say something is wrong.

Elena stood in the audience.

Afterward, Vale approached.

"I have something for you."

He gave her Claire's old flight wings.

Elena looked at Claire.

"You're giving these away?"

Claire smiled.

"I think they found the right person."

Elena hugged her.

Then Margaret.

Then, after a hesitation, Vale.

He froze.

So did Elena.

Then his arms gently closed around her.

"Dad," she whispered.

Vale's breathing broke.

It was the first time.

Elena stepped back before either of them completely lost composure.

"Don't make a thing out of it."

Vale wiped his eye.

"Wouldn't dream of it."

Mercer stood nearby.

His career had survived, though his promotion had been delayed.

He accepted it.

He and Elena would never pretend the assault hadn't happened.

But something unexpected developed between them.

Respect.

He approached.

"Commander."

"Mercer."

"I heard you're taking command of the new training oversight unit."

"Who told you?"

"Everyone."

Elena smiled.

"Apparently secrets don't last around here anymore."

"Good."

That evening, Elena returned home.

Claire and Margaret were arguing in the kitchen.

Not about conspiracies.

About lasagna.

Claire insisted Margaret had burned it.

Margaret insisted Claire didn't understand ovens.

Elena stood in the doorway listening.

For some reason, the ridiculous argument made her happier than almost anything else.

Normal problems.

Normal voices.

Normal life.

Then someone knocked.

Elena opened the door.

A courier handed her a small box.

No return address.

Her stomach tightened.

Some instincts didn't disappear quickly.

She opened it carefully.

Inside was a Navy uniform clasp.

New.

Perfect.

No scratches.

No number.

There was a note beneath it.

You are not 417 anymore.

Elena stared at the handwriting.

She recognized it.

Rebecca.

Claire read over her shoulder.

Margaret smiled.

Elena closed the box.

For the first time, the number felt powerless.

Then her phone rang.

Captain Holloway.

"Commander, you need to come to the training yard."

Elena's smile disappeared.

"What happened?"

There was a pause.

"Someone painted 417 on the concrete."

Elena looked at Claire.

"Who?"

"We don't know."

Holloway lowered his voice.

"But there's a man standing beside it."

Elena grabbed her jacket.

"What man?"

Holloway answered.

"He says he's the last surviving doctor from Harbor Light."

Elena stopped.

"And he says your scar wasn't created to hide coordinates."
