Chapter 13 - The Name Above Kessler

Elena confronted Vale immediately.

He didn't lie this time.

"Senator William Harlan."

The name stunned her.

Harlan had died fifteen years earlier.

A respected senator.

Defense committee chairman.

Presidential Medal of Freedom recipient.

"Dead?"

Vale nodded.

"Actually dead."

Elena almost laughed.

"Good. We're making progress."

Harlan had secured funding for Harbor Light through hidden appropriations.

Kessler eventually took control, but Harlan created the structure that allowed abuses to remain invisible.

"Why didn't you tell investigators?"

"I did."

"Then why is someone threatening you?"

Vale didn't know.

The answer came from Rourke.

Harlan had a son.

James Harlan.

CEO of a medical technology company currently holding billions in government contracts.

His company's foundational patents traced back to Harbor Light research.

If the truth became public, everything could collapse.

Elena understood.

"This was never only about hiding crimes."

"No," Rourke said. "It was about money."

James Harlan had financed Kessler's escape attempt.

He had also ordered Claire's kidnapping.

Federal agents moved quickly.

Harlan denied everything.

Then the original archive provided financial signatures connecting him directly.

But Harlan vanished before arrest.

Elena was furious.

"How does everyone keep disappearing?"

Mercer shrugged.

"Rich people apparently have better exits."

The search lasted three days.

Then Elena received a package.

Inside was her broken uniform clasp.

The one from the training yard.

417 scratched into the back.

There was also a note.

The training yard.

Elena understood.

Harlan wanted the original archive in exchange for Vale.

Vale had disappeared an hour earlier.

Elena felt the old panic.

But she didn't let it control her.

She contacted federal agents.

This time she told everyone everything.

No secret plan.

No solo rescue.

No repeating the mistakes of her parents.

At sunset, Elena entered the empty training yard.

Harlan stood near the place where Mercer had shoved her.

Vale sat nearby, restrained.

"Commander Ward."

"Mr. Harlan."

"Archive."

"First him."

Harlan smiled.

"You've inherited your mother's stubbornness."

"So everyone keeps telling me."

Elena placed a drive on the concrete.

Harlan stepped toward it.

Vale shouted, "Don't!"

Harlan pointed his weapon toward him.

Elena remained calm.

"You kill him, you get nothing."

Harlan looked at her.

Then toward the drive.

He bent down.

Elena heard the signal through her earpiece.

Agents moved.

Harlan grabbed Vale.

Elena lunged.

Mercer appeared from behind a training barrier.

Harlan fired.

The shot missed.

Agents surrounded him.

Within seconds it was over.

Harlan dropped his weapon.

Vale was freed.

Elena looked down at the concrete.

The same place where she'd fallen.

The same place her scar had been exposed.

Mercer stood beside her.

"Strange few months."

"That's one description."

He looked ashamed.

"I still wish I'd never shoved you."

"So do I."

He laughed.

Then Elena added, "But I'm glad the truth came out."

Mercer nodded.

Federal agents led Harlan away.

It should have felt finished.

Then one agent approached Elena.

"Commander, we found something in Harlan's vehicle."

He handed her a sealed envelope.

Her name was written on it.

Inside was a document dated 1998.

Elena read the first line.

Her hands began shaking.

It wasn't a Harbor Light file.

It was a custody agreement.

And at the bottom were three signatures.

Claire Bennett.

Margaret Shaw.

Marcus Vale.

Elena looked at Vale.

"You all signed this."

Vale went silent.

Elena held up the document.

"You knew I survived."
