Chapter 4 - The Certificate

Rachel returned to the ceremonial hall under armed escort.
Blood still marked the carpet where she had been shot.
Her promotion certificate remained on the podium.
Cross inspected it before allowing Rachel to touch it.
Nothing appeared unusual.
Then Mercer noticed the backing board was thicker than normal.
They opened it.
Inside was a memory card.
Thomas had hidden evidence directly beneath the document celebrating Rachel's promotion.
Cross inserted it into an isolated laptop.
Hundreds of files appeared.
Invoices.
Personnel records.
Transfer orders.
Shipping manifests.
Photographs.
James Bennett had documented everything.
But the newest files weren't his.
They were Thomas's.
For years, Thomas had continued James's investigation.
Rachel stared at dates spanning two decades.
"He never stopped."
Linda shook her head.
"No."
"Why didn't he tell me?"
"Because he wanted you to have a life."
Rachel looked down at her bloodstained uniform.
"That worked well."
Cross opened another folder.
It contained surveillance photographs of Rachel.
Leaving home.
Entering headquarters.
Running near the waterfront.
Meeting friends.
Some photographs were less than a week old.
Someone had been following her.
Mercer's jaw tightened.
"They were preparing."
"For what?"
Cross opened a document.
PROJECT LEGACY.
Rachel's name appeared beneath it.
She read silently.
Then again.
The network had a problem.
Modern auditing systems were beginning to expose irregularities hidden for decades.
They needed an officer with impeccable credentials to authorize a new chain of logistics approvals.
Rachel.
Her father's reputation.
Her clean record.
Her promotion.
Everything made her perfect.
"They wanted me to sign fraudulent transfers."
Cross nodded.
"And when I discovered them?"
Mercer finished the thought.
"You'd become responsible."
Rachel understood.
She wasn't being promoted into power.
She was being positioned as a scapegoat.
Thomas had learned the plan.
He knew Rachel would be isolated after the ceremony under the pretense of receiving a classified briefing.
Downstairs.
Where she could be pressured.
Threatened.
Perhaps killed.
So Thomas created an incident impossible to conceal.
He shot her in front of hundreds.
Made her the center of attention.
Guaranteed federal involvement.
Rachel hated him for doing it.
And loved him for why.
Those emotions could exist together.
Cross opened another file.
Video.
Thomas appeared on screen.
"If Rachel is watching this, then things went badly."
Rachel almost laughed despite herself.
Thomas continued.
"Rachel, I'm sorry."
His expression was exhausted.
"I spent fifteen years trying to be your father without replacing the one you lost. I probably failed at both."
Rachel's eyes filled.
"But James asked me for one thing. Keep you alive."
Thomas looked directly into the camera.
"If I had another way, I would have taken it."
The video ended.
Rachel sat silently.
Then Cross's phone rang.
A vehicle had been found near a restricted pier.
Inside were traces of Thomas's blood.
No Thomas.
Mercer said, "Cole has access to naval transportation."
Cross nodded.
"But we need more than a voice on a phone."
Rachel looked at the files.
"We have twenty years of evidence."
"Evidence against the network. Not necessarily Cole."
Rachel remembered the promotion ceremony.
Cole had not attended.
He had delivered his congratulations remotely.
Why?
Because he never intended to be near the crime.
"Can we make him think the memory card was destroyed?"
Cross looked at her.
"What are you suggesting?"
Rachel's plan was dangerous.
Which was exactly why Cole might believe it.
They released controlled information stating the evidence recovered from the ceremonial hall had been corrupted.
Then Rachel insisted on publicly announcing she would assume her new assignment as scheduled.
Mercer objected.
Cross objected louder.
Linda called it insanity.
Rachel did it anyway.
The announcement went out that evening.
Commander Rachel Bennett would report for duty Monday morning.
At 11:43 p.m., her secure Navy account received a message.
WELCOME ABOARD, COMMANDER.
Attached was an invitation.
Private briefing.
Pier 12.
Mercer stared at it.
"That's bait."
Rachel nodded.
"Yes."
"For you."
"Then somebody finally made the mistake of inviting us."
At 5:55 the next morning, Rachel approached Pier 12 wearing body armor beneath a dark jacket.
Cross's agents were hidden nearby.
Mercer monitored from a command vehicle.
Rachel entered the warehouse alone.
A light came on.
Thomas sat tied to a chair.
Alive.
"Rachel!"
She moved toward him.
"Don't!"
Rachel stopped.
Thomas looked above her.
She followed his gaze.
A red laser dot appeared on her chest.
Then a voice came from the darkness.
"You really are James Bennett's daughter."
Vice Admiral Cole stepped into the light.
But he wasn't alone.
Someone followed him.
Rachel recognized the second person immediately.
Her mother whispered his name through the listening device.
And Captain Mercer stopped breathing.
